Done: Phase 1 (rebalancing), Phase 3 (fee_gate, wire to runner.py), Phase 4 (risk framework, wire to runner.py). Blocked: Phase 2 on ibkr-creds.

Latest Activity

• 2026-07-01 — Verified fee_gate + risk_framework wiring is complete (commits e74a872, f26f0e4). All 64 tests pass. Updated docs to reflect reality.
• 2026-06-25 — Codebase health audit. Fee gate and risk modules wired since commit e74a872 / f26f0e4 (previously stale doc said otherwise).
