Wiki Conduct & Rules

Companion to SCHEMA. Where SCHEMA defines structure (what shape a page takes), this defines conduct (how an agent behaves when reading or writing the wiki). Read this at session start. Apply every tick.

If SCHEMA and CONDUCT disagree, SCHEMA wins on data layout, CONDUCT wins on behaviour.
